Major projects of "Eurolex Bulgaria"
- The
European Competence Center -
Legal advising of SEETEC- Project for technical support for electric energy systems in South-eastern Europe, financed by the Canadian government. The project includes issues like the electric energy sector liberalization, energy efficiency, participation in the preparation of sub-legislative acts etc. - “Harmonization of Bulgarian legislation in the energy sector with acqius communautaire” project, financed by the World Bank. The project’s purpose is to make the Energy Draft act comply with the principles and requirements of European law (2003).
- ”Quality of service provided by energy companies to end consumers” – a project, financed by the World Bank and implemented together with the Black Sea Regional Energy Centre. The project is concentrated on the quality of technical and commercial service provided by energy companies to the end consumers and had as a final result method preparation for the needs of the Energy Regulator in determination, annual updating and control over the execution of obligatory quality parameters.
- As a consultant of the Ministry of regional development and public works, our team prepared a National Investment Programme for energy use of water resources in the water supply systems.
- The company structured and prepared the necessary documentation for the first ЕSCО project in Bulgaria – project for Energy efficiency in 319 municipal buildings of Sofia municipality. A contractor was selected by an open competition. He will invest 3 millions EURO in energy efficiency actions.
- As a consultant to the Ministry of Agriculture and forestry, the company performs complete legal service, including concession analyses preparation, of a project of approximately 60 million Euro value for the construction of “Rakov dol” dam and building of Water Electric Station there. This is the first VOT project in Bulgarian water sector and it will bring to a significant positive effect in the water supply spheres, irrigation and electric energy production.
- The company managed the first successful project in Bulgaria in the granting of concession over the water supply and waste water system of Sofia municipality, financed in its bigger part by the European bank for reconstruction and development. The value of investments in the water and waste water systems for the first 15 years of the concession contract is approximately US$ 152 million. "Eurolex Bulgaria" Ltd. was a leader of the project on the behalf of Sofia municipality and provided complete legal and technical service of the project, in collaboration with the international consultant consortium, lead by PricewaterhouseCoopers. In connection with the work on this project the company gained valuable experience on specific legal, economical and technical problems, arising in private sector participation in the water supply and waste water systems;
- Our team participated as a local consultant of the Ministry of Regional development and Public works in “Private sector participation in water and waste water activities in Varna and Shumen” project, financed and controlled by the World Bank, in August 1999.
- Under a project, financed by PPIAF of the World Bank, the company develops a draft act for central regulator of water and waste water services in Bulgaria. The purpose of this act is to create a new body in the sector, which will independently regulate pricing of water and waste water enterprises, as well as create the corresponding legal frame for service quality improvement and control. (PPIAF, 2003).
- On the behalf of Sofia municipality Eurolex performs complete management of the project for Sofia city metro transport expansion, financed by funds of a credit contract with the Japanese bank for international cooperation to the amount of $ 104 million. The project is directed to extension of the existing line from metro station 7 to metro station 9, including building the connection with the tunnel under “Dragan Tzankov” blvd, connected with the future station 10 in front of INTERPRED;
- In consortium with Nexant Inc., Eurolex Bulgaria is the leading legal consultant on the project of the American Agency for international development (USAID) for private sector participation in the management of Toplofikatciya Sofia AD. The first stage of the project envisages attracting a big international company for a manager of the heating company. The second stage of the project will start after the financial strengthening of “Toploficatciya” AD and will bring to privatizing of the state and municipal share in the company capital.
- Our team participates in the performed by “Sofia water” AD restructuring of the procedures for delivery by foreign contractors. The concessionary of Sofia water and waste water- Sofia water AD, a subsidiary company of United Utilities and International Water, restructured and introduced international practice in contract signing with foreign contractors of construction works, delivery of goods and services. The company’s jurists created model contract and tender documentation, complying with the relevant Bulgarian legislation and the developed in international plan procedures of Behtel and United Utilities, and consulted their use in the 24 month period after their introduction. The effective application of the procedures brought to risk minimization for the contracting authority, quality improvement of the goods and services, over 20% reduction of expenses;
- “Eurolex Bulgaria” Ltd. is a legal consultant of the Italian investor and an operator of water supply and waste water systems Enel Hydro at the preparation of profitability research, including legal and trade structuring of a project for building of a dam on Cherni Osum river, and thus provide water supply to the Troyan, Lovech and Pleven municipalities;
- Our team provides consulting service and coordination on a project of Sofia municipality for the building of 7 small water electric centrals on the water-main from the ”Iskar” dam to Sofia city, aiming at efficiency improvement of the water supply system of the city;
- Legal consulting of a project for renewal and rehabilitation of Sofia city transport, financed with funds by a credit contract between the European bank for reconstruction and development and Sofia municipality from 29.04.2002. As a legal consultant for Sofia municipality, Eurolex participates in the preparation of the credit documents and the negotiations for the signing of documents between Sofia municipality and the European bank for reconstruction and development. In addition “Eurolex” consults the tender preparation and organization for the purchase of vehicles on the project in accordance with the rules and requirements of the European bank for reconstruction and development;
- “Eurolex” is a part of the international legal team, with Denton Wilde Sapte in the lead, which provides legal consulting to the European bank for reconstruction and development in connection with the giving of 40 million Euro credit to the “Billa” supermarkets in Bulgaria.
- The company provided legal consulting to Sofia municipality in connection with the project for the issue of Eurobonds;
- Consulting the buyer in the successful procedure of privatization of Metalsnab holding" EAD, which was the first in Bulgaria privatization deal for a holding company (with twelve subsidiary companies in the country and abroad).
- Legal service of a project of a big Bulgarian investor the building of a new resort complex on the Black sea coast. The project includes building of a completely new hotel complex, change of the function of lands from the state forest fund, obtaining concessions for beaches etc. Apart from that the company participates in the negotiations and the creation of mechanisms for the issue of credit for the project implementation to the amount of about 180 million Euros from a foreign financial institution.
- Jurists from “Eurolex Bulgaria” participate as local consultants in a project of UNDP, the Supreme administrative court and the Ministry of justice for a complete research of the administrative jurisdiction in Bulgaria. The project is oriented to the identification of existing problems in the administrative process and to make suggestions for changes in legislation, directed to improvement of the work of the administration and courts in connection with the issue and appeal of administrative acts;
- Project “Creation of a fund “Protected territories” – “Eurolex Bulgaria” Ltd. participates as a legal consultant in the project for the establishment of “Protected territories” fund, financed by USAID. The project’s aim is to create a long term independent mechanism for financing of activities, connected with protection and development of different types of protected territories. “Eurolex”’s participation includes an analysis of the existing legal frame and the production of an adequate model for the incorporation of the future fund in the existing structure of the national trust ecofund.
- Legal consulting of First Private Clinic “Raina Knyaginya” in renting of the hospital complex of Third obstetrician hospital. This is the first accomplished deal in Bulgaria with a public hospital and an initial step to privatization in this sector.
- Legal consulting and preparation of projects for the privatization of health institutions.
- Legal consulting for Metromedia International Inc. in connection with the creation of a local radio operator and obtaining licenses for communication and radio television activity in Bulgaria.
- Consulting in connection with privatization, as well as succeeding legal service of one of the biggest duty free operators in Bulgaria etc.
