Andrey Delchev
Position in the company: managing partner, procurator
Andrey Delchev has graduated the Law Faculty of “St.Climent Ohridski” Sofia University. He has specialized in Greece (1984, “Greek constitutional law”), France (Paris, 1991, “Protection of competition”) and England (1994, “Reform of public administration”). Till 1990 Mr. Delchev worked in Sofia regional court as a judge, and later as a president judge. From 1991 till June 1997 г. he was chief of the legal department of the Council of Ministers. He has participated in the creation of practically the entire new legislation of the country, by working on over 10 000 acts of seven governments – draft laws, decrees and judgements. He was a Director of a PHARE project management group in the Council of Ministers. For 7 years he was a chairman of the Board of directors of “Balkan Holidays International” – the biggest Bulgarian tour operator, with subsidiary companies in twelve countries in Europe and North America.
Mr. Delchev is an arbiter in the international trade court of arbitration at BTTP. He has been elected many times a syndic of companies, in bankruptcy proceedings. In 1998 Andrey Delchev was elected president of Bulgarian petrol and gas association, which unites the biggest participants on the market of petrol and natural gas products as “Shell Bulgaria”, “Petrol”, “Lukoil”, “Overgas”, “ОМВ”, “Shell Gas Bulgaria” etc. and he continues to occupy this position till now. He has worked on many projects, financed by prestigious financial institutions like EBRD, the World Bank, and the Japanese bank for International Co-operation (JBIC), the Black Sea bank for trade and development, etc. He has been elected in management bodies of banks and trade companies, in the managing bodies of non-governmental institutions.
His professional interests lie mainly in the following spheres: trade law, privatization, concession, water sector, energetics, administrative law, protection of competition, public companies, etc.
Membership in professional organizations: Sofia Bar College, Bulgarian petrol and gas association, Board of trustees of the American university in Blagoevgrad.

Julia Stoykova
Position in the company: senoir partner
Julia Stoykova has graduated the Law Faculty of “St. Climent Ohridski” Sofia University. She has worked as a legal consultant of "Injstroy", one of the biggest construction companies in Bulgaria, as an expert in the National estate council, and since 1994 she is working as a lawyer. Mrs. Stoykova is an outside legal expert in the Ministry of agriculture and forestry on the matters of the legal regime of the immovable property and restitution. She is an expert on various PHARE projects. Mrs. Stoykova has participated in the creation of many laws and sublegislative normative acts in the sphere of real rights, restitution, the agrarian reform, energetics and ecology.
Her professional interests lie mainly in the spheres: privatization, energetics, trade law, agrarian reform, restitution of lands, water sector, administrative law, ecology etc.

Stoyka Kurteva
Position in the company: senoir partner
Stoyka Kurteva has graduated the Law Faculty of “St.Climent Ohridski” Sofia University. She has worked as a consultant for many trade companies, as an expert in the National agrarian council and as a counsellor in the Ministry of agriculture and forestry. Since 1994 г. she is working as a lawyer. Mrs. Kurteva is an expert in various PHARE projects and World Bank projects. She has participated in the creation of a number of normative acts in the sphere of energetics, land reform, ecology, water sector, etc.
Her professional interests lie mainly in the following spheres: energetics, privatization, agrarian reform, trade law, real right law, administrative law, ecology etc.

Magdalena Valova
Position in the company: partner
Mrs. Valova has graduated the Law Faculty of “St. Climent Ohridski” Sofia University. She started work in “Eurolex Bulgaria” in 1997, soon after her graduation.
Professional interests: Concession, water sector, trade law, privatization, real rights, customs regime, administrative law, civil process.

Stoyan Barzakov
Position in the company: partner
Mr. Barzakov has graduated from the Law Faculty of “St. Climent Ohridski” Sofia University. As a partner at Eurolex, Mr Stoyan Barzakov has specialised in infrastructure PSP and project finance. He has experience in many utility sector PSP projects, including the Sofia water and wastewater concession project, Private Sector Participation in the Operations of the Sofia Central Heating Company, Varna and Shumen Water and Wastewater Companies Restructuring and Reorganization project, etc. Mr Barzakov has a well-developed and detailed knowledge of the Bulgarian and international legal framework for concessions, privatization, commercial law, project and corporate finance as well as infrastructure regulation. He is currently managing the development of primary and secondary regulatory legislation in the water and energy sectors in Bulgaria. Internationally, he has reviewed water sector laws in the states of the former Soviet Union on behalf of the OECD. Mr Barzakov participated in the development of a model dispute resolution mechanism for long term project financed agreements sponsored by the EBRD and including experts from the USA, UK and France.
Membership in professional organizations: Member of “Legal Initiative for Municipal self-government” – an NGO operating in South-Eastern Europe aiming at providing assistance to the Municipalities in the development of their local government practices, operating in Bulgaria, Serbia, Macedonia, Romania.
